The measure is a consequence of the sanctions imposed by the European Union against Russia and Belarus following the invasion of Ukraine. Under the Sanctions Act, it is prohibited to make assets or economic resources available to companies or persons on a sanctions list. The granting of a residence permit to work for these companies may also be covered by this. Companies that are not on the sanctions list themselves but are affiliated with a (Bela)Russian parent company on the sanctions list, are also covered by the sanctions.
Additional statement
The past few days, no decisions were taken on labour-related applications, because the consequences of the sanctions policy against Russia and Belarus had to be mapped out. All applications are now being assessed again. In the case of employment-related applications, the IND will soon ask for a declaration in the application form that the sponsor is a subsidiary of a (Belarusian) Russian parent company that is on a sanctions list. In anticipation of this, the IND is already going to approach the authorised sponsors to fill in the declaration - apart from a possible residence application - and send it back to the IND. This is to prevent any delay in the decision process.
If the declaration shows that the company has ties with a (Belarusian) Russian parent company that is on a sanctions list, an assessment will be made of the consequences of this for the granting of the permit. The individual circumstances of the knowledge migrant will be taken into consideration. The recognised sponsor will be informed about this. The possible consequences for the recognised sponsor will be further examined.

The IND hopes that all authorised sponsors will complete the supplementary declaration as soon as possible and send it digitally to: Senioren.KenT@ind.nl. We will register the declaration in our systems.
Fast processing of applications
We realise that filling in the declaration is an extra action, but that it is necessary to properly implement the sanctions policy and to be able to continue to process applications as quickly as possible.
