Background
A 'highly skilled' migrant or a 'knowledge' (kennismigrant) migrant is defined by age and salary. The income requirement must be met for the purposes of a residence permit. The salary criterion for highly skilled migrants is adjusted annually per the Foreign Nationals Employment Act. For the coming year (with effect from 1st January), the salary criterion will be increased by 6.45%
Changes
There are important changes to note for Highly Skilled Migrants, Graduates, and Blue Card holders:

>30 years old (highly skilled migrants): From €5,008 to €5,331
<30 years old (highly skilled migrants): From €3,672 to €3,909
Graduates: From €2,361 to €2,801
EU Blue Card: €5,867 to €6,245
The effective date for these changes will apply to applications for local hires, assignees, or extension applications received by the IND on or after 1st January 2024. For applications prior to that, the 2023 salary thresholds apply.
